Composed of approximately 6.75 hectares, 3.3 hectares of which is developable land and supplemented by the 1.25 hectare glacis, the Fort des Lilas dit “de Romainville” is the ideal location for an Eco-district project. An emblematic part of Eastern Paris’s visual identity, the site is marked by the presence of a 140-metre high TDF radio-relay tower, and is ideally linked to the centre of Paris by Metro line 11. From this densely wooded, green hilltop area, visitors can enjoy breathtaking views of the capital, giving it great potential both for tourism and an ambitious renovation of a historic landmark.

Urban context / existing buildings
The Fort de Romainville is situated in the north of the municipality of Les Lilas, along the line separating it from the municipalities of Romainville and Pantin. The site includes the northern portion of the Fort (approximately 3.3 hectares), which corresponds to land formerly occupied by the army and the glacis (1.25 hectares of land surrounding the Fort). In the southern portion of the fort, the TDF radio-relay tower, which extends to a height of 140 meters, represents a genuine landmark.
Set atop a hill, the site is home to remarkable vegetation and is part of a green infrastructure notably including Parc Henri Barbusse and the Departmental Park of Romainville. The fort offers a breath of fresh air while overlooking the densely-populated city, and is in the vicinity of the L'Avenir housing estate (Les Lilas), the Youri Gagarine housing estate (Romainville), as well as suburban areas and numerous facilities.
Situated 5 minutes from the ring road and RN3, the site is perfectly linked to the region's road and motorway infrastructures. With the "Mairie des Lilas" Metro station (line 11) located less than a kilometre away and three bus lines nearby, the Fort de Romainville is relatively well-served by public transportation. This service will be improved over time, with the extension of Metro line 11 (2022), linking the Fort to line 15 of the Greater Paris Express (2025) and the future development of a metro-cable, with a station planned northeast of the Fort, which will provide connections to Metro lines 11 and 5.
Identified as one of the strategic sites for the Parc des Hauteurs, an Est-Ensembles urban project currently in development, the site is also concerned by the Corniche des Forts regional recreational area project.
